The NEFLIN office is located in Orange Park, outside of Jacksonville. The staff consists of three MLS librarians and one administrative assistant. The organization is governed by a nine-member Board of Directors, made up of elected representatives from member libraries.
Through grant funding and membership dues, NEFLIN provides members access to training, resource sharing, research and development, partnerships for grant funding, leadership opportunities, and additional services through relationships with other organizations.
NEFLIN will provide resources to its member libraries, to help them serve and empower their diverse users and create a sense of community.
NEFLIN transforms member libraries by providing services that promote communities of excellence.
Our Strategic Plan
More than just pretty (though it is!), the NEFLIN Strategic Plan guides the organization.
NEFLIN currently serves 550 libraries in 24 counties throughout northeast Florida.
In 2018, NEFLIN celebrated its 25th anniversary as a regional library cooperative. Included in our 25th Anniversary Program is a “History of NEFLIN”, a list of Past Presidents, and more.

A Florida native, Brad earned his undergraduate degree at Oral Roberts University in Tulsa, OK and his M.L.S. degree at the University of South Florida in Tampa. He has worked for the Pinellas Public Library Cooperative (under Bernadette Storck), the Tampa Bay Library Consortium (under Barbara Stites) and has been with NEFLIN since 1997. Brad and his wife Marilyn are the proud parents of a beautiful boy and girl…blah, blah, blah, he spends most of his off hours with his family. He also manages to find some time to enjoy his extensive music collection and his TiVo.
Member Services Coordinator
Jenny grew up in Clay County, and received her undergraduate degree in English from Harding University in Searcy, AR. She received her MLS from Florida State University. She has experience as both a librarian and as a teacher at Harding University, Flagler College, the School District of Clay County, and Daegu International School in South Korea. She enjoys traveling anywhere she has the chance to go, reading, writing, taking pictures, and spending time with friends and family.
Continuing Education Coordinator
Raymond Neal is a native of South Carolina. He earned a BA in Art from Furman University and his MLIS from the University of South Carolina. Prior to joining NEFLIN, he was a librarian at Jacksonville University and Jacksonville Public Library. Most of his career has been in Special Collections. He also managed JPL’s Murray Hill branch for several years.
When he isn’t hard at work, Raymond spends quality time with family and friends. He enjoys movies, reading, traveling and watching sports, especially baseball and football (Clemson Tigers, Carolina Panthers and New York Yankees if you’re curious). He is also the initial (and reigning) NEFLIN Librarian Olympics gold medalist. He doubts this led to his current position but he still likes saying it.
Jeannie grew up in Nassau County and is from Hilliard. She is always friendly and really enjoys helping our members. Jeannie enjoys spending time with her family and friends. She is married and has two sons that keep her up to date on the latest sports teams. She loves to spend her spare time finding treasures in antique stores, walking on the beach, and eating seafood at Osteen’s restaurant in St. Augustine. If you need assistance, feel free to contact her. She will be glad to help you.
